Notes: At the beginning of 2023, the Virginia Legislature passed and the governor signed HB 2479 which created a new grant program called the Cloud Computing Cluster Infrastructure Grant Fund and extended data center sales tax exemptions until 2040. Under the new law, also referred to as Mega Data Center Incentive Program, Amazon's AWS is eligible for a $140 million grant through the Major Employment and Investment (MEI) Project Approval Commission. The money will pay for infrastructure development, workforce training, and other unspecified company costs. In addition, Amazon will be eligible to claim undisclosed amounts via the extension of the data center sales tax exemption program. In exchange, Amazon committed to $35 billion investment across the state (location unspecified) and 1,000 job creation (although the grant program requires 1,500 jobs to be created, we are using 1,000 jobs because this is the number that Amazon publicly committed to).
