Notes: In 2013, Baltimore City approved a $107 million TIF for a 27-acre waterfront development called Harbor Point. By 2016, unexpected infrastructure costs pushed the TIF amount to $125 million. Since 2013, the city has released several TIF bonds to cover the cost of Harbor Point development; bonds are paid back to developer by using the newly generated taxes from the project. Separately, the Harbor Point project was included in the State Enterprise Zone, which has provided the developer with an estimated $88 million in property and income tax credits.
