Project Description: Dolet Hills Solar, LLC is proposing the construction and operation of a solar project at the previous Dolet Hills ignite mine which was decommissioned as of 12/31/2021. This proposed investment will repurpose this land and encompass the construction and operation the new solar generation facility. At this site, the manufacturing of power will start with the solar panels strung together in a 1500V DC electrical system. Above grade/direct bury cables send DC current to an above-ground inverter that converts the current from 1500VDC to 690VAC. The 690VAC is then fed to a step-up transformer that transforms the power to 345kVAC. The inverter and transformer setup are called an inverter and these blocks will be strung together in a circuit to send power through direct bury AC wiring to the on-site substation, which will step-up the voltage. The costs included with this ITEP Application only include the costs associated with the manufacturing that will occur at the previous ignite mine, including solar modules, steel racking, inverters, and on-site substation that will transform the power. After the power is transformed, it will be transferred along with a high voltage transmission line that will connect the project to the second substation so that it can be added to the grid for consumption. None of the costs included in the off-site substation are included in this ITEP application. The majority of the investment is in materials associated with the solar panels, and there will be one building constructed for operations and maintenance of the facility after construction is completed. The purpose of this project will be to generate stable and cheap electricity for Cleco's 290,000 ratepayers while providing added economic benefits to the surrounding community. This project anticipates the creation of +/- 250 construction jobs along with 5 permanent jobs during the course of the project's lifetime, not to mention creating positive economic impacts through subcontracts to local businesses and payroll spending by workers in DeSoto Parish.
