Notes: EMP Shield will build a computer chip plant in the Silicon Prairie Industrial Park. State subsidies for the facility were disclosed in a FOIA request the Topeka Capital-Journal filed with the state Department of Commerce. The most valuable are a 10% income tax credit through the High Performance Incentive Program ($182 million) and a personal property tax exemption ($127 million). Other forms of support include a payroll withholding tax refund, training grants, workforce recruitment services, and sales tax exemptions, altogether worth an estimated $62 million.
