Notes: Taiwan Semiconductor Manufacturing Company (TSMC) is building a new semiconductor fabrication campus in Phoenix, Arizona in two phases. The City of Phoenix has agreed to spend $205 million on needed improvements to street, water, and sewer infrastructure. TSMC will also benefit from a 70% property tax cut for locating in a federally-designated Foreign Trade Zone. At the state level, the Arizona Commerce Authority awarded TSMC $30 million in refundable income tax credits through the Qualified Facility program and the company is expected to receive state grants as well. Lastly, the company will be eligible for investment tax credits and grants through the federal CHIPS and Science Act. By the company's own reckoning, total federal support for both phases of the project could reach $15 billion (not included in subsidy value).
