Notes: Novelis will build an aluminum manufacturing plant at the South Alabama Mega Site. It was reported that Baldwin County spent $75 million developing the site for an industrial project. Because Novelis will directly and exclusively benefit from this public investment, we are including the $75 million investment in the package total. In addition, it was reported that the county will provide approximately $123 million in direct subsidies to Novelis: $50 million in property tax abatements, $48 million in sales tax exemptions, and an additional $26 million for infrastructure improvements. The city of Bay Minette will provide a $5 million grant. The company will benefit from state subsidies too: $104 million will come from investment tax credits and $17.5 million from job creation tax credits, both over 10 years. There is also a $7 million grant for capital improvements and $6.8 million for workforce training via AIDT. The company also received a $2.5 million federal CDBG grant (not included in the total).
