Notes: In Nov. 2018, Amazon announced that it will split its second headquarters, known as HQ2, into two locations, one outside Washington, DC in the Crystal City neighborhood of northern Virginia. In January 2019, the Virginia Legislature passed and the governor signed Senate Bill 1255. The bill established a Major Headquarters Workforce Grant Fund, a 10-year grant to reimburse Amazon for costs of workforce recruitment, training, or any other lawful purpose. The state will create a fund from which the payments will be distributed, up to $550 million if 25,000 jobs are created or up to $750 million if an additional 12,850 jobs are created (for the total of 37,850). Up to $200 million will be paid out in 2024, the first year of payments. Virginia Economic Development Partnership discloses the subsidy under Custom Grant program. In additional, Arlington County agreed to provide Amazon with 15% of the increment of the Transient Occupancy Tax for 25 years, estimated at $23 million; the county also agreed to spend estimated $28 million over 10 years via TIF to improve infrastructure around the office area.
