The $75.25 million state portion of the subsidy package consisted of a $59.5 million low-cost construction and equipment loan, $11.25 million in infrastructure assistance and $4.5 million for worker training. The county provided a fee-in-lieu-of-taxes agreement worth an additional $19 million. The company missed numerous deadlines for the start of construction and failed to company with a demand by the county board of supervisors that it put up $150,000 in earnest money by December 31, 2012.
