Notes: 

The subsidy package included $176 million over 20 years in personal property tax exemptions from the city and a $10 million brownfield tax credit from the state. The company committed to hire about half of new workers from the city. Later it was reported that the company hired only 15 Detroit workers at the refinery (see, for example: Joe Guillen, "$175 million tax break buys Detroiters only 15 jobs," Detroit Free Press, March 14, 2014).
