The subsidy consisted of $76 million in tax-exempt financing from the Michigan Strategic Fund and a $5 million grant from the Michigan Department of Natural Resources' Solid Waste Alternatives Program. The company filed for Chapter 11 bankruptcy in 1998 ("Blue Water Fiber files for bankruptcy," Pulp & Paper December 1, 1998) and closed the facility in 2001 (Lisa Aichlmayr, "Poor economy closes paper recycling plant," Port Huron Times Herald, August 28, 2001).
