This page presents the total amounts of disclosed subsidies within each state, given to companies through state and/or local economic development subsidy programs. However, the quality and breadth of disclosure varies greatly by state (in the number of programs disclosed, the numbers of years covered, etc.). As well, a few states' disclosure portals capture local subsidies, but most do not. Some localities disclose online, but most do not yet. For all of these reasons, the gross state totals listed here in Subsidy Tracker are not comparable and cannot be used for ranking the states. For details on the quality of disclosure in each state, see this "report card" study.
Despite improvements to state and local subsidy transparency, such as GASB No. 77 tax abatement disclosure requirement, we still do not know the full cost of subsidies to states and localities. Academic research estimates the cost between $45 billion and $70 billion annually.
